First of all, extract all stuf somewhere. - if this doesn't help, reinstall .NET Framework 4.0

Nowhere. Old version is not supported anymore.
Remove all net framework you have except 2.0 and install new one from 'Download" section.
This error is related to corrupted net framework dlls.

OH MY GOD! my friend am sad to tell you that, i recive that error before dont wast ur time searching in the internet, its a virus that make ur usfull apps cant be run, ur google chrom blockd too huh? if not, it will be block soon, dont run antivirus or scan tools! it will deleat ur systeme files and u will be not able to run pc anymore! the only and the one solution is to format ur pc, not repaire i tryed it and not work, format all ur drivers C: , D: and others if have, also format ur flash drivers that u put on pc or memory cards, anything touched ur pc format it, this work for me after 6 formating, in a week, here is my old thread asking about that http://mindee-bot.com/index.php/topic,67.0.html (http://mindee-bot.com/index.php/topic,67.0.html)

u will have to format it now or later, if u keep wait virus will hit ur data and files, u will see invalid shortcuts in desktop, i advice u to save ur files in flash driver and scan it in other pc, after that format ur pc and put back ur files
